Meet Brian Baker, a dynamic force shaping the landscape of rural transportation in West Texas. Brian earned his Bachelor of Arts in Spanish and a Minor in Business from Texas Tech University. Since joining South Plains Community Action Association (SPCAA) in 2002, Brian has been revolutionizing rural transportation for our communities.
As SPARTAN Transportation Director, Brian has honed his expertise in rural transportation. His knack for negotiations and problem-solving has been instrumental in doubling the size of public transit across rural West Texas.
Not content with conventional approaches, Brian is a trailblazer in innovation. His brainchild, the 'South Plains College Express,' which allows rides for college students between Lubbock and Levelland, stands as a testament to his commitment to enhancing transit accessibility and efficiency.
Beyond his role at SPCAA, Brian is a recognized thought leader in the industry, chairing multiple committees and serving as a founding member of esteemed industry associations. His contributions extend to the realm of government and policy, where his expertise in rule-writing and Texas Administrative Code compliance has led to successful negotiations for beneficial changes for transportation in Texas.
